“Tim, why is there a mountain of files on your desk?” Leo asked.
“I'm strategizing. What's the best way to cultivate harmony in EmCity?”
“You can't. You might be able to buy a day or two initially, but after that, it's going to be the same nonsense that permeates every corner of this prison.”
“I think we can. We give the prisoners what they want.”
“Start a riot, get a cookie. Bold decision. The governors not going to re-institute conjugals and cigarettes because you want happy prisoners.”
“It's in the set-up. Random cellmate assignments aren't working. You could see that with Tobias Beecher and Vern Schillinger. These guys are always gravitating toward other guys in their- for lack of a better word- tribe. So just assign them cellmates within their groups.”
“You're building a fast-track to another riot.”
“I don't think so. Part of the problem is that the prisoners didn't feel they had a voice in the changes that were made.”
“This is a prison, not a democracy.”
“Imagine this,” said Tim, forging ahead. “Nine distinct groups- bikers, homeboys, gays, Muslims, Christians, Italians, Irish, Latinos, and others.”
“I notice you didn't include the Aryans.”
“Their involvement was key to the riot. Four prisoners in each group, no one group with more power over the others.”
“Until two of them decide to band together to go up against another group.”
“That's not going to happen. I just need to figure out who's in and who's out.”
“It's easy. Transfer out the ringleaders, then you'll have peace.”
“No, no. That's taking the easy way out. I think their natural leadership might be good for the council I want to form.”
“Tim...” Leo started. He could feel a headache about to start.
“Leo, I'm envisioning EmCity as a city. Like Los Angeles- a city of neighborhoods.”
“Los Angeles... I've got two words for you- Rodney King.”
“Exactly. Can't we all just get along?”
